Job Definition: Under general direction, codes, tests and documents application programs from moderate to complex programming, working with accepted development standards and procedures by performing the following duties.
Job Grade: S09
Description: Develop new application programs from established specifications of document requirements. Maintain existing application programs by fixing bugs or clearing up operational deficiencies in both previously released software and software slated for future release. Assure program, module and system integrity through thorough testing and adherence to established standards and procedures. Work through all phases of the software development life cycle, including research, design, analysis, requirements, implementation, test automation and maintenance. Utilize new technologies and tools to modify products and provide integration with applications developed internally and externally. Prepare and modify programs and system documentation. Achieve departmental goals and timelines. Performs other duties as assigned.
Required Skills: Skill in solving problems in logic; and in making an objective analysis of the available facts. Knowledge of .NET development environment and programming languages and libraries such as C#, Java Script, JQuery, XML, HTML, CSS/WEB UI Layout, VB.NET, ASP.NET, MVC, JSON and LINQ. Not required but a plus is knowledge or direct experience with SQL queries / stored procedures, WebAPI 2, Entity Framework, modern JavaScript frameworks such as Aurelia, Angular, Vue.js, etc. Ability to communicates both orally and in writing; to organize and report technical information to management; to maintain strong interpersonal relationships with end-users and co-workers; to establish and maintain effective working relationships with others; to judge a situation accurately and adopt an effective course of action; to understand and follow complex oral and written instructions; to organize and present facts and opinions clearly and concisely; to stay calm during adverse situations with end-users who report problems and outages; to adopt changing technology and solutions; to direct and train others in a constantly changing environment; and to address complaints and resolve problems.
Education / Experience: Associate's degree from an accredited college; and over 3 years related experience; or equivalent combination of education or experience substituting one additional year of full-time paid employment for one year of the required education with a maximum substitution of two years.

Work Schedule: 8:00 A.M. to 5:00 P.M. Monday thru Friday
