Job Definition: Under administrative direction, is responsible for directing the planning, coordination, development, and operations of the infrastructure required to manage and support activities in the areas of emergency mitigation, preparedness, response, and recovery relative to all significant hazards potentially affecting the City of Tulsa and the unincorporated areas of Tulsa County.

Description: Direct the management and coordination of all systems, programs, and operations planning to ensure integrated emergency response capabilities by the City of Tulsa and Tulsa County including; direction and control facilities; emergency communications systems; warning systems; population protection by in-place shelter systems or evacuation; hazardous materials monitoring and control; public education and emergency analysis and mitigation. Direct the development of and make recommendations to the Mayor of the City of Tulsa and Chairman of the Board of County Commissioners. Implement the authorities (operational and budgetary), policies, ordinance, joint resolutions, agreements, and procedures, Maintain liaison with State and Federal Emergency Management and Civil Defense Offices. Employ and provide general direction to personnel required for effective program management and emergency operations of the Tulsa Area Emergency Management Agency. Recommend and/or direct the assignment of emergency responsibilities external to and/or within the Tulsa Area Emergency Management Agency. Twenty-four hour availability to respond to emergencies. Prepares the annual budget for TAEMA. Performs other duties as assigned.
Required Skills: Skilled at administration of public safety and disaster response organizations; in the coordination of programs among all levels of local, state and federal agencies; in budget preparation and control; and in supervising others. Knowledge of the principles and practices of public administration; of the principles and practices of basic laws, ordinances, and regulations governing the Federal Emergency Management program; in Federal and State statutes; and in City and County regulations; in technology, materials, and methods used in emergency management operations. Ability to plan long term programs; to make decisions on matters of importance; to supervise the work of a staff involved in various emergency management functions; to express ideas clearly and concisely, both verbally and in writing; and to meet and deal effectively with public officials, associates and the general public.
Education / Experience: Graduation from an accredited college or university with a Bachelor's degree, Master degree preferred, in Emergency Management, Public Administration, Business Administration, or a related field and three (3) years of progressively responsible experience in the management and administration of a local emergency management agency. Extensive experience in managing community disaster exercises including direction of table-top, functional, and full-scale exercises. Experience in writing and administering a local Emergency Operations Plan.
Licenses/Certificates: Valid Oklahoma Driver’s License "Class D"; Federal Emergency Management Agency's National Incident Management Systems courses; IS-100 Introduction to Incident Command Systems; IS-200 ICS for Single Resources and Initial Action Incidents; IS-700 National Incident Management System; IS-800 National Response Framework certificates of training
Salary Range: $65,206.80 - $78,248.16 annually
Work Schedule: Monday through Friday, 8am-5pm, on call as needed.
