Commissioner Perry is a native of Kansas and attended the University of Kansas where he obtained a Bachelor’s degree in 1963 with a double major in Personnel Administration and Political science and a minor in Business Administration. Fred spent over thirty years in the information technology field as a branch manager, sales manager, sales representative, marketing analyst and training manager. He received several national sales and sales management awards from Xerox Corporation and Intergraph Corporation for sales performance and the performance of sales teams he managed.

Fred began his political career in 1994 when he ran for State Representative in District 69 which includes part of south Tulsa, Jenks and Glenpool. He was re-elected in every election, by large margins, until he resigned due to term limits in 2006. While in the House of Representatives, Perry passed over twenty bills, even while serving all but two years in the minority party, in the areas of information technology, victims’ rights, government efficiency and transportation. During his last term, Perry was the Chairman of the Transportation Committee and helped pass landmark legislation to fund bridge and highway improvements without increasing taxes. He founded the Oklahoma Electronic Commerce Task Force which led to Oklahoma being the 6th state in the nation to give electronic signatures the force of law. During his tenure he was named “Legislator of the Year” by Oklahomans for Children and Families and by two organizations that advocate for people with developmental disabilities. Fred also served as the Republican Caucus Vice Chairman for two legislative terms. He worked as a licensed realtor while serving in the legislature.

 In June of 2006 Commissioner Bob Dick announced his retirement and Perry was elected to Tulsa County Commissioner on August 22, 2006 after a summer primary campaign and runoff involving four Republican candidates. Fred has been married to Marcia Ediger Perry since 1964. They have two children and three grandchildren. Fred is an avid tennis player who also likes to fish. The Perrys have been members of Tulsa Bible Church since 1977 where Fred has served as deacon and deacon chairman.
